We are pleased to inform all those who are concerned with the
cleanliness movement that the National Institute of Cleanliness
Education and Research is being established by the
Afro-Asian-American Chamber of Commerce, Occupational Research and
Development (ACCORD) with a view to translating the vision of the
Hon'ble Prime Minister of India for ensuring a cleaner as well as a
greener India. We are sure that your university institution will be
pleased to endorse this grand idea.
We are interested in inviting the like minded individuals,
organizations including the Governments in the observance of the
birth of the National Institute of Cleanliness Education and
Research (NICER) without any financial involvement or commitment.
The collaborating institutions and organizations including the
Central Government Ministries, and the State Government Departments
will get a big mileage by associating with this unique venture and
project as we will be providing full guidance for cleaning and
greening the entire nation in general and the concern regions in
particular besides acting as the nodal and focal point for
introducing this idea in the neighbourhood to be implemented in the
government, public and private offices, municipal bodies, schools,
colleges and other educational / social organisations.
The National
Institute of Cleanliness Education and Research (NICER) was
inaugurated at New Delhi on December 2014 by the Governor of Goa,
Dr. Mridula Sinha based on the motivation from the Prime Minister
Shri Narendra Modi to give a new dimension to the Swachchh Bharat
Abhiyan envisaged by the Government of India and for bringing out
awareness regarding cleanliness, hygiene and sanitation.
During the last five
years NICER has successfully been conducting studies, training and
massive publications programme by involving millions of school and
college going students with a view to strengthening the cause of
cleanliness education and research.

The
benefits of associating with NICER will include joint organization of
seminars, symposia, congresses, conventions and summits on cleanliness

Need for strengthening the cause of cleanliness, hygiene and sanitation
education in India
Cleanliness is Next to Godliness
The Hon’ble Prime Minister of India Shri Narendra Modi has strongly
stressed the need for a Cleaner India and accordingly he has asked all
the Ministries, Departments, Universities, Colleges, Schools, Public and
Private Sector Organizations for implementing the Clean India Campaign
by designing and organizing different types of awareness activities.
Viewing
this in mind, the Afro-Asian-American Chamber of Commerce, Occupational
Research and Development (ACCORD) and the National Institute of
Cleanliness Education and Research (NICER) in association with selected
universities, colleges, schools and other types of institutions, has
decided to translate the wishes, hopes and aspirations of the Hon’ble
Prime Minister into action by organizing studies, training, research,
consultancy, conference organization, production of audio-video
instructional materials in the following areas :

The idea is to implement cleanliness, hygiene and sanitation education
programs through all the Ministries of the Government of India, all the
Departments under all the State Governments and Union Territories
besides all the 795 university level institutions besides 50,000
colleges and 15,00,000 schools in India. Before describing the details
of the action plans and the step by step method of launching such
programmes as a mass movement, let us try to understand the salient
features of cleanliness education, hygiene and sanitation and the strong
need for preparing a competent cadre of young professionals for tackling
different issues related to cleanliness.

The National Institute of Cleanliness Education and Research (NICER) has
decided to launch the following vocational and skill based courses under
the Work Integrated Lifelong Learning (WILL) programme in association
with likeminded partner institutions including the Ministries under the
Government of India, the Departments under the State Governments and the
Union Territories, Municipal Corporations, Municipalities and other
Municipal / Regional Development Agencies / City Councils, Public and
Private Sector Organisations, Banks, Insurance Companies, Cooperative
Organisations, Central Universities, State Universities, Institutions of
National Importance, Deemed Universities, Externally Funded Private /
Joint Sector Universities, Central Board of Secondary Education, Council
for Indian School Certificate Examinations, State Education Boards,
Leading Schools, Colleges and Research Institutions.

Consultancy support to different Ministries, Departments,
Boards and Corporations under the Central / State
Governments besides autonomous, semi-governance, quasi
governance, and independent organizations, schools,
colleges, universities, national and international funding
agencies for implementing Clean India programme by also
bringing all inputs of Skilled India and Make in India
programme so that the desire number of skills related to
cleanliness, hygiene and sanitation education are introduced
through proper training and development activities by also
planning to have more number of job givers rather than job
seekers in the areas of cleanliness, hygiene and sanitation
education in the country through effective training related
to entrepreneurial leadership which special relevance to
cleanliness.
Memorandum of Understanding
(MoU)
Accordingly it has been decided to design a Memorandum of Understanding
(MoU) to be signed by the authorities of the National Institute of
Cleanliness Education and Research (NICER) and the collaborating
University level Institution with a view to ensuring effective training
schedule for preparing a cadre of trained professionals in the new and
emerging fields of cleanliness, hygiene and sanitation education as
envisaged by our learned Prime Minister Hon’ble Shri Narendra Modi.
No
financial commitment from the
collaborating university
It may be
mentioned that the collaborating university will not be required to
commit any financial aid / support for this project. The National
Institute of Cleanliness Education and Research (NICER) will invest on
its own for doing everything related to cleaning, greening,
environmental protection, sanitation, hygiene etc. with a view to saving
our mother earth.
The
tailor-made MoU to be signed with the specialized bodies will be
prepared based on the keen interest shown by the collaborating
organizations.
Updating the national/international register of experts in the fields of
cleanliness, hygiene and sanitation education
The
National Institute of Cleanliness Education and Research (NICER) hereby
invites bio-data and the details of the contributions of experts and
their institutions / organizations for updating the National /
International Register of Experts in the fields of “Cleanliness, Hygiene
and Sanitation Education (CHASE)” at the earliest.
The
Experts / Organizations forwarding the details to be incorporated in the
said Register will get the Certificate of Registration to the effect
that the concerned individual / institution / organization has been
empanelled with NICER as the Expert in the specialized area.
